When you change the root folder of a FTP server, the FTP server is required to first disconnect the current session and then re-connect to the new root.
I have found that this is one of the most crucial operations that you can do in an FTP server.
At times, if the connection breaks during this re-connect operation, the FTP server does not recover from this situation and remains “unusable” until the user relogs.
This is a long-running issue in FTPS and SFTP.
The same issue exists in FTP, but it is not as widespread.
I use this method to avoid the problem:

At the user’s request, I disconnect the current session and
Create a new session.
Start the FTP server with the new root folder.
Stop the FTP server.
Start the FTP server.

In short, I disconnect the session and create a new one.
The only drawback is that the first re-connect is slower because it needs to reconnect.

A:

I created an extension to the cActiveFTPd ActiveFTPD server that allows you to set the root directory using a system variable that is sent to the server in a session login request. This is done by using the inetd service. The advantage is that it doesn’t require to restart the FTP server when you change the root directory.
